Bhubaneswar, Nov 21: The Odisha government has approved the Odisha Global Capability Centre (GCC) Policy 2025, a move aimed at positioning the state as a global hub for GCC operations. The policy is expected to elevate Odisha’s presence in the international business ecosystem and draw leading multinational corporations (MNCs) to establish or expand their capability centres in the state.

Cleared by the State Cabinet on Friday, the policy seeks to attract top global companies by offering a competitive environment supported by world-class infrastructure, a skilled talent pool, and a progressive incentive framework.

Designed to build a strong ecosystem for investment, the policy leverages Odisha’s strategic location, improving urban infrastructure, and proactive governance. It targets more than ₹1,000 crore in investment, the development of at least five state-of-the-art GCC hubs, and the creation of over 50,000 direct and indirect jobs across the state. To promote balanced regional development, the policy also encourages MNCs to invest in emerging Tier-II cities.

The proposed hubs will be developed along key economic corridors, including Bhubaneswar–Cuttack–Puri–Paradip and the Bargarh–Jharsuguda–Sambalpur regions, ensuring growth extends beyond the capital.

The Odisha GCC Policy 2025 offers a comprehensive package of incentives covering land rates, lease rentals, workforce upskilling, power tariffs, interest subsidies, marketing assistance, and SGST reimbursement. It complements the Odisha IT Policy 2025, providing additional support such as subsidised workspaces, relocation benefits, co-working rental subsidies, internship and hiring assistance, R&D support, and customised incentives for large GCCs.

Over the past decade, Odisha has emerged as a strong destination for IT and IT-enabled services (ITES), driven by a supportive policy environment and a growing pool of skilled professionals. With multinational firms increasingly expanding into Tier-II cities for cost efficiency and talent access, the Electronics & Information Technology Department said the state is now well-positioned to become a leading GCC destination.
