Bhubaneswar, Nov 28:The Odisha government has detailed department-wise allocations under the supplementary budget estimates for2025-26, with an allocation of₹17,440-crore,outlining how additional resources will be channelled toward key sectors during the fiscal year.

The statement, tabled in the Assembly by Chief Minister Mohan Charan Majhi, highlights significant enhancements for welfare, food security, education, health, tribal development, agriculture, infrastructure, and cultural promotion.

Major departments receiving additional funds

TheFood Supplies & Consumer Welfare Departmentrecords a substantial jump with₹4,329 crorein supplementary estimates—one of the largest increases across all departments. This major boost is driven primarily by provisions for paddy procurement and Public Distribution System (PDS) subsidies.

TheFinance Departmentreceived supplementary allocation of₹1,422 crore, reflecting the financial adjustments and resource mobilisation measures required to support the expanded expenditure commitments of the state.

Education, health and social welfare among top priorities

TheSchool & Mass Education Department, originally allocated ₹31,185 crore in the annual budget for 2025-26, receives an additional₹2,000 croreto strengthen schooling infrastructure, nutrition programmes, grants to educational institutions, and other flagship schemes.

Similarly, theHealth & Family Welfare Departmentsecures₹1,159 croreover and above its BE of ₹22,741 crore, supporting initiatives under the National Health Mission, medical college upgrades, TB control, and tertiary healthcare.

TheWomen & Child Development Departmentgets₹751 crore, aimed at schemes such as Subhadra, Mamata, ICDS support, and child welfare programmes. TheMission Shaktireceives₹807 crorein supplementary funds, further empowering women’s collectives and livelihood missions.

Agriculture, rural development and tribal welfare strengthened

TheAgriculture & Farmers’ Empowerment Departmentreceives₹858 crore, supplementing its BE of ₹14,701 crore. This reflects the government’s focus on MSP support, input assistance, fisheries, cooperative credit, dairy and poultry development, irrigation strengthening, and farmer welfare schemes.

TheST & SC Development, Minorities & Backward Classes Welfare Departmentsees a boost of₹531 croreto support pre- and post-matric scholarships, hostels, model village development, and tribal education initiatives.

ThePanchayati Raj & Drinking Water Department, pivotal for rural housing, connectivity, and drinking water projects, gets₹353 crorein addition to its BE of ₹28,451 crore.

Infrastructure and urban development allocations

TheWorks Department, responsible for state highways, bridges, and public infrastructure, receives₹900 crore, expanding its original outlay of ₹12,000 crore.

TheHousing & Urban Development Departmentsecures₹303 croreto bolster urban infrastructure, AMRUT 2.0 initiatives, water supply schemes, and solid waste management.

Forest, environment and climate initiatives gain momentum

With a supplementary provision of₹576 crore, theForest, Environment & Climate Change Departmentstrengthens compensatory afforestation, wildlife protection, eco-tourism, and green climate initiatives.

Some departments saw no supplementary allocations, includingPlanning & Convergence,Steel & Mines, andPublic Enterprises.
