Bhubaneswar, February 20: The Health and Family Welfare has been allocated Rs 23,182 crore in the State Budget 2026-27, about eight per cent hike over 2025-26.

“For FY 2026-27, I propose a massive outlay of Rs.23,182 crore for Health and Family Welfare which includes Rs.17,737 crore under programme expenditure. The expenditure proposed in health sector is more than 7.5% of the total budget size, which reflects our commitment, intent, and action,” said Chief Minister Mohan Charan Majhi while presenting the State Budget for 2026-27 today.

“Arogyam Paramam Dhanam – Sustha Odisha, Viksit Odisha” is the guiding principle of our Government. Guided by this vision, we are moving steadily towards universal health coverage by ensuring equitable, affordable and quality health care for all. Our focus is on free and assured health services, strengthening human resources, developing state-of-the-art public health infrastructure, expanding service delivery, using medical technology, harnessing private health care providers, mainstreaming the AYUSH system and multi-skilling health workers, he said.

Allocation Details:

❖ Mukhyamantri Swasthya Seva Mission – Rs.5008 crore

❖ Nirmal Yojana – Rs 986 crore

❖ Gopabandhu Jan Arogya Yojana – Rs 6309 crore

❖ Rs 1,958 crore allocation for National Health Mission (NHM)

❖ Rs. 786 crore outlay under 'Niramaya' scheme to provide free medicines, surgical

and suture items, vaccines, anti-cancer drugs etc.

❖ Rs 371 crore allocation for 'NIDAN' to provide essential services, free diagnostics

and dialysis.

❖ Rs.198 crore for Emergency Medical Ambulance Services (EMAS)

❖ Rs.183 crore for Swasthya Sahaya for ASHA welfare

❖ “Atala Rakta Dana Abhiyan” for establishment of blood banks in all Medical

Colleges, upgradation and modernisation of all blood banks in the State.

❖ Rs.311 crore for Mukhya Mantri Cancer Care Abhiyan

❖ Rs.109 crore for residential and support facilities for senior citizens, persons with disabilities, transgender persons and beggars.
