
Bhubaneswar, September 11: Odisha Chief Secretary Shri Manoj Ahuja stressed the need to strengthen vigilance administration with an emphasis on "Preventive Vigilance." In a letter to senior officials, Ahuja highlighted the State Government's commitment to transparent, citizen-centric governance and addressed the recent corruption cases detected by the Vigilance Department.
He stressed that punitive actions alone are not enough; addressing the root causes of corruption through administrative, legal, and social reforms is crucial.
Ahuja called on departments to proactively identify vulnerable areas and mitigate risks before they arise. Preventive vigilance targets issues like excessive regulation, discretionary powers, weak grievance systems, and low public awareness. Key focus areas include Procurement & Contract Management, Human Resource Management, and Service Delivery.
E-reforms like e-procurement, e-tendering, and third-party certification are already reducing corruption risks in procurement. Other initiatives, like online transfer policies and citizen feedback mechanisms, aim to promote transparency and accountability. Furthermore, the Jan Vishwas Bill and reforms in business regulations are designed to reduce discretionary powers and corruption.
