New Delhi, October 16: Protesters took out a Tiranga rally outside Central Park in Connaught Place on Friday amid heightened security in the national capital. Leaders and workers of the Aam Aadmi Party (AAP) also joined the rally, which took place shortly after Delhi Police detained CJP founder Abhijeet Dipke from the residence of NCP-SCP spokesperson Anish Gawande.
A police official informed Dipke that he was being placed under preventive detention, citing restrictions imposed under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) in Connaught Place.
“We are placing you under preventive detention. Section 163 is in force in Connaught Place. You are being detained,” the official told him.
Meanwhile, Delhi Police also detained activists of the All India Students’ Association (AISA) and Left parties who were protesting near Mandi House, demanding the resignation of Chief Election Commissioner Gyanesh Kumar.
Delhi Police issued two notices to Dipke, citing restrictions under Section 163 of the BNSS and a previous undertaking concerning the maintenance of public peace.
The first notice, issued by the New Delhi district, invoked restrictions under the Delhi Police Act and directed Dipke not to visit Central Park in view of the prohibitory measures in force under Section 163 of the BNSS.
The second notice, issued by the South-West Delhi district, referred to an earlier preventive action involving Dipke, Ashutosh and Saurav. The three were detained at the airport and subsequently produced before a court. The notice cited an undertaking requiring them not to disturb public peace for a period of one year.
Earlier, Delhi Police Commissioner Anurag Kumar held a meeting with senior police officers to review security arrangements and assess the situation ahead of the proposed ‘Lehra Do Tiranga’ rally in the national capital.
Addressing the traffic arrangements for the CJP-organised protest, Additional Commissioner of Police (Traffic) DK Gupta said a detailed traffic advisory had been issued and personnel deployed across potentially affected areas.
“The traffic police have issued a detailed advisory. Areas around Connaught Place are likely to be affected. We have deployed our personnel across these zones to regulate traffic,” Gupta said.
He added that traffic diversions would be implemented promptly if disruptions occurred, with the aim of minimising inconvenience to commuters and ensuring the smooth movement of vehicles.
Gupta also said the police were monitoring social media for inputs about possible disruptions on the ground. He urged commuters to follow the traffic advisory and plan their journeys accordingly.
“Our primary objective is to ensure that commuters do not face any difficulties,” he said, adding that timely diversions would be introduced wherever necessary to keep traffic moving smoothly.
