Subhadra Yojana: Odisha govt issues detailed guidelines

Bhubaneswar, Aug 26: The Odisha government announced detailed guidelines on Monday for the Subhadra Yojana, set to be launched on September 17, with the aim of empowering women across the state. According to the guidelines issued by the Women and Child Development Department, women aged between 21 and 60 years are eligible to apply for assistance under this scheme.

Eligibility will be determined based on the date of birth listed on the applicant's Aadhaar card, as confirmed by official sources. For the 2024-25 fiscal year, women must be between 21 and 60 years old as of July 1, 2024, meaning their birthdays should fall between July 2, 1964, and July 1, 2003.

These detailed Standard Operating Procedures (SOP) follow a broader guideline announcement made by Chief Minister Mohan Charan Majhi in the state Assembly. To qualify for the scheme, beneficiaries must be residents of Odisha. Women may be excluded from the scheme if they meet any of the following criteria:

  • They are already receiving financial assistance of ₹1,500 or more per month, or ₹18,000 or more per year, under any other government scheme.
  • The woman or any member of her family is a current or former Member of Parliament (MP) or Member of the Legislative Assembly (MLA), an income tax payer, an elected representative of a Panchayati Raj body or Urban Local Body (ULB) except for ward members and councillors, or an employee or pension holder of a government undertaking or board.
  • Families with irrigated land of 5 acres or more, or unirrigated land of 5 acres or more.
  • Families owning commercial vehicles, light vehicles, or four-wheelers.
  • Families with an annual income exceeding ₹2.5 lakh.

Regarding documentation, the guidelines specify that women applying for benefits under the Subhadra Scheme must possess an Aadhaar card in their name, which must be linked to their mobile number. Additionally, applicants must have an Aadhaar-enabled and Direct Benefit Transfer (DBT)-enabled bank account.

If an applicant does not have an Aadhaar number or if there are discrepancies in the Aadhaar details, they must either register for Aadhaar or correct the existing details. If an applicant's bank account is not Aadhaar-enabled or DBT-enabled, they will need to open a new account, ensure it is Aadhaar-enabled, and complete the e-KYC process to make it DBT-enabled.
