Revenue Department orders mandatory transfer of employees serving over 3 years

Bhubaneswar, May 15: The Revenue and Disaster Management Department has directed all district collectors across Odisha to strictly implement the transfer and rotation policy for ministerial and field-level employees working under the Revenue Administration. Additional Chief Secretary Dr. Arabinda Padhee has written to all collectors in this regard.

As per the directive, employees including Section Officers (SO), Senior Revenue Assistants (SRA), Junior Revenue Assistants (JRA), Revenue Supervisors (RS), Revenue Inspectors (RI), Assistant Revenue Inspectors (ARI) and Amins who have been serving in the same office for more than three years will be transferred and rotated.

The department stated that the move aims to ensure administrative efficiency, transparency and accountability in the offices of district collectors, sub-collectors, blocks and tehsils.

The state government has also taken serious note of pending transfers in several districts. Collectors have been instructed to complete the entire transfer and rotation process by June 15, 2026, during the ongoing transfer season.

The department further directed that transfers of officials and employees staying in the same office or institution for over three years must be carried out strictly in accordance with the government’s existing transfer policy and guidelines.

After completion of the process, district administrations have been asked to immediately submit a detailed compliance report to the department.
