As part of the initiative, land titles (pattas) will be transferred in the names of sons, grandsons, and daughters following the death of the father or grandfather. Significantly, married daughters will also be included in the ownership process, according to Revenue Minister Suresh Pujari. This will be enabled through amendments to the Odisha Land Settlement Rules, 1983.

The government is also set to redefine the term "landless." Individuals owning less than four decimals of land will now be classified as landless and made eligible for land allocation by the state. As per the proposed amendment to Column-2 of the rules, individuals currently holding two decimals of land may be required to return it in exchange for four decimals at a different location.

To streamline the process, Tehsildars will be entrusted with the responsibility of identifying landless families and facilitating the allocation process. The move aims to ensure equitable land distribution and bring long-pending changes to land ownership patterns in the state.
