Bhubaneswar, August 1:The Odisha State Transport Authority (STA) has launched the Intelligent Enforcement Management System (IEMS) on four major highway corridors across the state to strengthen road safety and ensure transparent enforcement of traffic rules. The system comes into effect from midnight on August 1.

According to an official order issued by the Transport Commissioner-cum-Chairman of the STA, the technology-driven IEMS will automatically detect traffic violations and generate e-challans in real time.

In the first phase, the system will be operational on the Manguli–Sambalpur, Sambalpur–Raurkela, Brahmapur–Taptapani, and Brahmapur–Bhanjanagar highway stretches. The initiative has been implemented under the provisions of the Motor Vehicles Act, 1988, the Central Motor Vehicles Rules, 1989, and the Odisha Motor Vehicles Rules, 1993.

Initially, the IEMS will monitor four types of traffic violations—overspeeding, carrying more than one pillion rider on a two-wheeler, riding without a helmet by either the rider or pillion passenger, and driving on the wrong side of the road.

Each e-challan generated by the system will be supported by photographic or video evidence and will include details such as the vehicle registration number, date and time of the offence, geo-location, recorded speed (where applicable), notified speed limit, and the relevant legal provisions violated.

The STA clarified that the IEMS does not impose any new speed limits. Instead, it electronically enforces the vehicle-wise speed limits already notified by the Odisha government in November 2021.

Under the existing rules, the speed limit on the four-lane Manguli–Sambalpur and Sambalpur–Raurkela highways remains 100 kmph for light motor vehicles, 80 kmph for heavy vehicles, and 60 kmph for two-wheelers, with a permissible tolerance of five per cent.

On the two-lane Brahmapur–Taptapani and Brahmapur–Bhanjanagar routes, the notified speed limit is 60 kmph for both light and heavy motor vehicles, while two-wheelers are allowed a maximum speed of 50 kmph.Bottom of Form
