Odisha Cabinet approves Nursing Education Service Rules 2025

Bhubaneswar, Aug 13: The Odisha government has approved the formulation of the “Odisha Nursing Education Service (Method of Recruitment and Conditions of Service) Rules, 2025”, marking a significant step toward streamlining the recruitment and service conditions of nursing faculty in the state.

The decision, taken during a cabinet meeting held today, aims to create a standardized and transparent recruitment framework for nursing educators in government nursing colleges and Auxiliary Nurse Midwife (ANM) training centres.

Odisha currently operates eight government nursing colleges and 21 ANM training centres, with seven new nursing colleges under development through partnerships with medical colleges and hospitals under a centrally sponsored scheme. However, the absence of formal recruitment rules has long hindered the timely appointment and promotion of faculty, impacting the overall quality and capacity of nursing education in the state.

The newly approved rules will define recruitment procedures for entry-level posts such as tutors, establish criteria and processes for promotions to senior positions, facilitate the filling of existing vacancies and regularize appointments and enable career progression for eligible faculty members.

This move is part of the state’s broader efforts to enhance the quality of healthcare delivery by ensuring well-trained nursing professionals are available across institutions.
