Major rules & changes you need to know before Oct 1

Several new financial and regulatory rules will come into effect from October 1, 2026. The changes will affect LPG subsidies, fixed deposits, cash withdrawals, birth and death registration, NPS and property purchases from NRI sellers.

LPG subsidy:Customers must complete Aadhaar biometric authentication to continue receiving LPG subsidies. Without authentication, gas delivery will continue, but the subsidy will not be credited.

Fixed deposits:Banks will have to follow uniform interest rates for identical deposits made on the same date. Small Finance Banks will also have to publish updated FD rates on their websites daily.

SBI cash withdrawals:Four cash withdrawals from Basic Savings Bank Deposit Accounts will remain free each month. Additional withdrawals will attract a charge of ₹15 plus GST.

Birth and death registration:Registrations within 21 days will remain free. Delayed registrations will require additional documents and fees, with stricter approval rules for delays of more than one year.

NPS Swasthya:The new NPS Swasthya scheme will provide healthcare-related benefits along with retirement savings. It is expected to cover around 2.17 crore NPS subscribers.

Property purchase from NRIs:

Resident individuals and HUFs buying property from NRI sellers will be able to use their PAN for TDS compliance instead of obtaining a separate TAN.

The changes are expected to affect household finances, banking, taxation and other routine financial transactions from October 1.
