Bhubaneswar, Nov 26: Prof Faizan Mustafa, Vice-Chancellor of NALSAR University of Law, on Friday said due to massive majorities of the ruling parties in the Parliament and state assemblies, Bills are passed without having any meaningful debates on the provisions of the Bills. Delivering the Rabi Ray memorial lecture here, he said the governments should ideally fear parliamentary sessions due to the critical debates that houses are supposed to have. “Lately due to massive majorities of the ruling parties, Parliament and assemblies are not able to have frank and free discussions on the policies of the governments. Bills are rushed through and hardly any meaningful debate takes place on the provisions of the Bills,” he added. On the occasion, he remembered the contribution of Rabi Ray, who was Speaker of the ninth Lok Sabha. He was born on 26 November 1926. He was first elected to the Fourth Lok Sabha and later to the Rajya Sabha. He was Minister for Health and Family Welfare in the Morarji Desai Cabinet and also General Secretary of the Janata Party. As a student leader, he was arrested for unfurling the National Flag by the Britishers laying the foundation of his politics in Independent India. He was arrested during Emergency and jailed.
