Bhubaneswar, Ap 24: The Odisha government has reconstituted the State Transgender Welfare Board just two days after issuing its previous notification, signaling a renewed focus on the welfare of transgender persons. The Department of Social Security and Empowerment of Persons with Disabilities (SSEPD) announced the changes on April 23, 2026.

Under the new arrangement, the SSEPD Minister will serve as the Board’s Chairman, replacing the Chief Secretary. The Principal Secretary of SSEPD has been appointed Vice Chairman, while the Director of SSEPD will act as Member Secretary. Senior officials from multiple departments, including Police, Health, Education, and Housing, have been named as members to ensure a multi-sectoral approach.

Officials stated that the Board will work to protect the rights of transgender persons and promote their welfare through rehabilitation programs, policy support, and coordination with various state departments. The reconstitution aligns with the Transgender Persons (Protection of Rights) Act, 2019, and the Rules of 2020.

By placing the SSEPD Minister at the helm, the government aims to provide the Board with greater political and administrative authority. The Board will oversee initiatives related to healthcare, education, housing, and livelihood opportunities for transgender persons, while monitoring the implementation of schemes designed to uphold dignity and equality.
