Odisha Chief Secretary Reviews Implementation of 26 Key Projects under “Developed Angul” vision

Bhubaneswar, June 17:The All Secretaries’ Meeting was held today at Kharabela Bhawan under the chairpersonship of Chief Secretary Anu Garg. The meeting focused on strengthening governance systems and reviewing the progress of major government initiatives across departments.

During the review, the Chief Secretary assessed several ongoing measures aimed at enhancing good governance and promoting outcome-based administration. She emphasized the need for a more efficient, transparent, and citizen-centric governance framework through rapid evaluation of scheme implementation across departments.

Key discussions also centered on the implementation of the Odisha Jan Vishwas Act and the strengthening of administrative systems through faster assessment mechanisms. The Chief Secretary highlighted notable departmental achievements recorded in May and underscored the importance of inter-departmental coordination, particularly in view of the upcoming visit of the Hon’ble President and Hon’ble Prime Minister to Rairangpur on June 20. She directed all departments to ensure seamless and timely arrangements.

Principal Secretary, Finance Department, Sanjeeb Kumar Mishra briefed departmental secretaries on the proposed “Rapid Survey-Based Assessment” mechanism. The system is aimed at enabling quick, evidence-based evaluation of government schemes, facilitating real-time feedback from the field, identifying implementation gaps, and ensuring timely corrective action for better outcomes.

The meeting also reviewed steps taken toward regulatory simplification across industries and other departments through de-regulation initiatives. Efforts to reduce procedural delays and unnecessary approvals were discussed in detail. Issues related to filling vacant posts and clearance of pending government electricity bills were also taken up.

Collector of Angul Abadhal M. Akhtar presented the status of 26 key infrastructure and development projects under the “Developed Angul” vision. He outlined major proposals, including a 112.56 km external rail corridor from Budhapank via Tentuloi to Lubburi and a 50 km internal rail corridor from Putugadia to Tentuloi, both aimed at improving coal and mineral transportation and boosting industrial growth.

The review also covered key infrastructure projects such as the upgradation of NH-53 and NH-149, the Talcher–Bimlagarh railway connectivity project, and the development of National Waterway-5. The Collector informed that significant progress has been achieved in mining-affected regions of the district.

He also presented a long-term roadmap for initiatives planned between March and December 2027. These include five mega piped water supply projects, expansion of the Aluminium Park, full operationalisation of Pabitramohan Medical College and Hospital, development of the Malyagiri–Rengali–Manjor eco-tourism circuit, and transformation of Satkosia into a world-class tourism destination.
