Nepal Police Detain Former Prime Minister Oli Following Gauri Bahadur Karki Commission Report

Former Nepal Prime Minister faces homicide charges over protests

Former Prime Minister KP Sharma Oli was taken into police custody from his Bhaktapur residence on Friday, facing culpable homicide allegations linked to the lethal crackdown on Gen Z demonstrators last September.

This dramatic arrest marks a severe escalation in Himalayan geopolitics, demonstrating how regional powers, much like observers in neighboring India, are watching Nepal transition toward aggressive accountability for past regime leaders. During the deadly protests in September 2025, security forces clashed violently with young citizens demanding anti-corruption reforms, resulting in 77 fatalities and widespread destruction of public and private property worth billions.

Authorities also apprehended former Home Minister Ramesh Lekhak at his residence following a formal complaint lodged by the Home Ministry. Law enforcement officers executed these high-profile warrants based on direct recommendations from an investigative panel chaired by former Special Court judge Gauri Bahadur Karki.

Karki Commission Recommends Severe Penalties

Investigators found sufficient evidence to charge Oli, Lekhak, and former Police Inspector General Chandra Kuber Khapung under sections 181 and 182 of the National Penal Code. Documents point to criminal negligence, carrying a potential prison term of up to ten years for repeatedly ignoring critical intelligence that could have prevented the civilian tragedy.

Along with top politicians, the panel identified several high-ranking bureaucrats for targeted prosecution. Former Home Secretary Gokarna Mani Dawadi, Armed Police Force chief Raju Aryal, and former National Investigation Department head Hutaraj Thapa are among those facing intense legal scrutiny. Analysts view these sweeping arrests as completely unprecedented in Kathmandu's modern political history, breaking a long-standing tradition of impunity for senior elected leaders and security personnel.

Prime Minister Balendra Shah Demands Strict Accountability

Current Prime Minister Balendra Shah moved swiftly during his initial Cabinet meeting to enforce the inquiry findings. Cabinet members approved the creation of dedicated committees to scrutinize security agencies and individual personnel involved in the street violence. Newly appointed official government spokesperson Sasmit Pokharel confirmed these sweeping resolutions, which also establish formal days of mourning on September 8 and 9 to honor those who lost their lives demanding systemic reform.
