Bhubaneswar, Mar 27: Congress MLA Santosh Singh Saluja today moved a privilege motion notice against the Home Minister accusing him of breaching the privilege of the Assembly. Raising the issue in the House, Saluja said the White Paper on law and order is usually circulated one day ahead of demand discussion relating to the Home Department. However, this time the White Paper was circulated on the same day. He urged the Speaker to refer the matter to the Privilege Committee of the Assembly. Saluja said that the budgetary demand of grants relating to the Home Department was earlier scheduled to be discussed on March 22. However, it was later shifted to March 26. Stating that the law and order situation of the state has deteriorated like anything, the Congress legislator alleged that the ruling party had hatched out a conspiracy to avoid discussion on Home Department's demand. On the other hand, Parliamentary Affairs Minister Bikram Keshari Arukha said that the discussion on Home Department's budgetary demand was shifted due to the fact that the Chief Minister would be busy for the President of India's programme. There was no conspiracy behind it, he said.
