Four resolutions for J&K to shape its destiny in next 25 years

Arun Joshi Four resolutions have been proposed to make J&K as the leading light in all spheres of development and prosperity, matching the rest of the country and the world, in next 25 years. These resolutions have been spelled out by Lieutenant Governor Manoj Sinha who has been in Srinagar Raj Bhavan for the past over two years In his address to the people of J&K on Sunday, under his monthly programme “Awaam ki Awaaz”- the talk of the masses – Manoj Sinha said: “Azadi Ka Amrit Mahotsav provides the perfect opportunity to make four big resolutions- Make J&K fear-free, corruption-free, drug-free and job-oriented.” These resolutions, he said,” entail the participation of the people to fulfill our resolve and build upon the achievements of the last 75 years.” There are definitive reason to understand the soul of the four resolutions, and the backdrop which prompted the LG Manoj Sinha to spell these out. It is around these issues that the problem of Kashmir revolves – there are two ways of looking at Kashmir problem- one is the conflict situation in which the place is locked in a narrative of uncertainty, second relates to the internal dimensions in which the narrators of the conflict and conspiracy theorists survive and flourish. First resolution – make J&K fear-free- is the single-most factor that how Kashmir’s tagline changed from Paradise on earth to nuclear-flashpoint for a number of years, particularly in the decades that followed 1987. It is believed, and genuinely so, that rigging in the March 1987  Assembly elections in Jammu and Kashmir brought all misfortunes to the Valley, in particular, and ( now the erstwhile) state in general, as the people lost faith in the democratic processes. This gave birth to a sense of betrayal. Pakistan took advantage of it and lured the misguided Kashmiri youth to armed militancy, thus brought the dark times when the fear of gun ruled supreme – people were killed, expanding graveyards, properties were destroyed. This fear made the people to retreat to a life of shells, and they had to tie the language dictated by the men holding guns. This fear,  though lessened to a large extent because of the counter-terrorism operations of J&K police and security forces, but still there continues to be a lurking element in the subconsciousness, which gets reinforced by some of the select killings in Kashmir. This element hobbles the people from stepping out in the manner they want to, and express their willingness to embrace normalcy and peace. They want unconditional peace that is no conditions to be attached to return to peace. They want to be on their own, unshackled by the ghosts of past when guns used to dictate their actions and words. The Second resolution – corruption-free- is as much a danger to J&K, as the armed militancy. The corruption in the system, where favours were granted for consideration, jobs were sold, and nothing would move without bribe, became one of the reasons for the youth in Kashmir to pick up guns.  Suffocated by all-pervading corruption, they wanted an outlet and they found it in gun, which once, though wrongly, symbolized “dignity,” and wealth. All the pillars of the corruption have not been knocked out as yet. There is a need to make J&K corruption -free because that would be the real freedom to the people who have been inflicted with the indescribable pains of corruption, which is turn, created an atmosphere of disappointment and pessimism. This is a threat, and that is why Manoj Sinha spoke of this dangerous aspect and need to break J&K free of corruption. Third resolution – Drug Free J&K- needs greater attention vis-à-vis this UT than the rest of the country. Drug here is not a mere cause of destruction of the youth, or related to driving young men and women toward militancy, there is a wider dimension to it. That is it is art of the foreign conspiracy to kill talent and potential of youth of Kashmir, destroy the institution of family and create a chaos wherein the youth are lost in their world of utopia, while in realty they are dying and killing their own place. Fourth resolution of – Jobs – is important for two reasons; one, the youth without work are immeasurable reservoir of frustration, and when these burst out, they bring disasters in their wake. Alongside, the culture of relying on government jobs – the bane of J&K- has also caused unemployment. This needs to change. About the Author: Arun Joshi is a senior journalist based in J&K.
