University Amendment Bill passed in Odisha Assembly amidst Opposition protest

Bhubaneswar, Oct 6: The Odisha University (Amendment) Bill, 2020 was passed in the state assembly amidst Opposition protest, The Bill is to replace the Odisha University Ordinance which was promulgated by the Governor to amend the Odisha University Act, 1989. The Opposition BJP, which was opposing the amendment bill since the beginning, today boycotted its passage stage. The Bill was to be passed by the House on Saturday. However, the debate on the Bill remained inconclusive on that day due to Opposition parties and it was listed for passage today. The Bill was passed in the House today by voice vote after Higher Education Minister Dr Arun Kumar Sahoo said that it was a progressive legislation and would bring reform in the higher education sector.   Earlier, Opposition BJP and Congress legislators opposed the Bill arguing that it would destroy the University autonomy. The ruling BJD MLAs, on the other hand, argued that the legislation was aimed at improvement in the working of the state universities. The Bill is to provide for one and only law for all the state universities across Odisha. All the public universities of the state will be governed by one law and the Ravenshaw University Act, 2005 will be repealed. Similarly, all the unitary universities like Khallikote University and GM University will come under one law. Under the new law, the tenure of the vice chancellors has been increased from 3 years to 4 years and their retirement age from 65 years to 67 years. The recruitment of university teachers has been entrusted to Odisha Public Service Commission (OPSC).
