Bhubaneswar: Parliamentary Affairs Minister Bikram Keshari Arukh today moved resolution in Assembly for creation of a Legislative Council or Vidhan Parishad.
The resolution is likely to be passed by the Assembly as the BJD has a majority in the House.
On August 24, the proposal for the Vidhan Parishad in the State received Cabinet nod.
The proposed Vidhan Parishad will have 49 members (one-third size of the Assembly); while it will have an additional financial burden of Rs 35 crore every year towards salary and establishment expenses of members, said Arukh after introducing the resolution.
It will now operate from Old Vidhan Soudh building.
An assembly committee had earlier visited Karnataka and Maharashtra in 2015 and Bihar and Telangana recently to examine process of formation and style of functioning of the Vidhan Parishad there. Besides these four States, Uttar Pradesh, Jammu and Kashmir and Andhra Pradesh also have bicameral Houses.
