Odisha: Chief Secretary asks departments to ensure online delivery of all payments and benefits

Bhubaneswar, July 15: In another step towards transparent and time-bound delivery of public services under 5T framework, the mechanism for online delivery of services has been fast tracked with Chief Secretary Asit Tripathy taking department wise review of their progress and challenges. As of today, Tripathy has reviewed the online delivery of services in twenty one major departments. Today the meeting was held on digitized mode through OSWAS platform connected to all departments. While complementing the departments for the urgency they have attached to adoption of technology in Governance, Chief Secretary Tripathy directed the departments to complete the task well before the decided time line. He also directed the departments to ensure online delivery of all payments and benefits so that people are not required to run to Government offices at different levels.  The issues relating to E-Muster roll application for tracking online payment of wage and entitlements to labourers by the contractors in different infrastructure as well as development projects of the Government were discussed in the meeting. Secretary Works Krishan Kumar appraised that e-Mustor Roll application has already been developed. It was decided that some projects under works, water resources and rural development would be taken up on pilot basis for tracking through this new application to assess its effectiveness in real time monitoring. Available data show that all the 05 services indentified in steel & mines department have been made online, all 12 services identified in social security and empowerment of persons with disability have been made online, and, all 03 services in women and child development department have been made online. Similarly, in panchayati raj and drinking water department 13 services have been made on line out of 19 identified, in excise department 09 services have been put online out of 13 identified, in women & child development department 02 services have been put online out 03 identified, in revenue & disaster management department 24 services have been put online out of 32 services, and, in urban & housing development 14 services have been made online out of 24 identified services.  On an average, 52 % of so far prioritized 223 services (of various departments) under 5T framework have been made online. The process for putting the balance services online has been brought to advanced stages by the respective departments. It may be pertinent here to mention that Government had earlier asked all departments to make identified services online by 2nd October, 2020.  In today’s meeting Chief Secretary set timeline for various transitional phases of the work and urged the departments to accomplish the task well before the time.
