Bhubaneswar, May 5: We are going through the third phase of lockdown and we have to focus on both life and livelihood during this period, said Special Relief Commissioner P K Jena today. "It is found that many villagers are erecting barricades at village ends and not allowing farmers and workers to travel through their villages, which is illegal. No one is allowed to erect barricade on roads," said the SRC. Similarly, plying of buses is allowed in and between green districts for travel of farmers and labourers to worksite. Labourers can travel from one district to another. Industries and contractors can obtain pass from district administration for travel of workers and farmers from one district to another. Besides, in case of any difficulty District Collectors have been directed to arrange vehicles for them and they have to pay the fare. Any industry or organisation can bring back their skilled labourers from other states by approaching the district administration and the District Collectors have been asked to facilitate the required procedure and permission. As per the detailed guidelines prescribed by the state government for the third phase of the lockdown following Home Ministry guidelines, economic activities have to be normalised across the state. Except containment zones in rural areas, economic activities like operation of industries and construction works are allowed in Red Zones (hotspots) in urban areas too with marginal restrictions.
