Phase II of Budget session begins; proceedings stalled over Yes Bank issue

Bhubaneswar, March 11: The second phase of the budget session of the Odisha assembly began today with sombre note and later with protest mode. While the House at the beginning condoled the death of three former members, the subsequent proceedings were stalled by the Opposition Congress over the Yes Bank issue, forcing the Speaker to adjourn the proceedings frequently. Soon after the obituary proceedings, the Opposition members rushed to Well of the House in protest against the state government's decision to keep the Rs 545 crore deposits of Sri Jagannath temple in the crisis ridden Yes Bank. They raised uproar over the issue, making it difficult to run the House. Speaker Dr Surjya Narayan Patro adjourned the proceedings till 12.30 pm, then up to 3 pm and finally for the day. The issue is to be discussed in the House tomorrow in shape of an adjournment motion. Earlier at the outset of the today's sittings,  Chief Minister and Leader of the House Naveen Patnaik made obituary reference condoling the recent death of former legislators Prahlad Behera, Bira Sipka and Bijay Kumar Nayak.  The House observed silence in the honour of departed souls. Soon after the condolence, the silent House burst into uproar over the Yes Bank issue. The first phase of the ongoing budget session was concluded on February 26 and the second phase resumed today after a break.
